{"id":182974,"date":"2022-10-15T10:49:50","date_gmt":"2022-10-15T07:49:50","guid":{"rendered":"http:\/\/wardoon.net\/en\/?p=182974"},"modified":"2022-10-16T10:03:03","modified_gmt":"2022-10-16T07:03:03","slug":"un-considers-haiti-sanctions-targeting-gang-leader-barbecue","status":"publish","type":"post","link":"http:\/\/wardoon.net\/en\/un-considers-haiti-sanctions-targeting-gang-leader-barbecue\/","title":{"rendered":"UN considers Haiti sanctions targeting gang leader \u2018Barbecue\u2019"},"content":{"rendered":"<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-182975\" src=\"http:\/\/wardoon.net\/en\/wp-content\/uploads\/2022\/10\/AP21295686440890.webp\" alt=\"\" width=\"770\" height=\"513\" srcset=\"http:\/\/wardoon.net\/en\/wp-content\/uploads\/2022\/10\/AP21295686440890.webp 770w, http:\/\/wardoon.net\/en\/wp-content\/uploads\/2022\/10\/AP21295686440890-300x200.webp 300w, http:\/\/wardoon.net\/en\/wp-content\/uploads\/2022\/10\/AP21295686440890-768x512.webp 768w, http:\/\/wardoon.net\/en\/wp-content\/uploads\/2022\/10\/AP21295686440890-696x464.webp 696w, http:\/\/wardoon.net\/en\/wp-content\/uploads\/2022\/10\/AP21295686440890-630x420.webp 630w\" sizes=\"(max-width: 770px) 100vw, 770px\" \/><\/p>\n<p class=\"p1\">The United Nations Security Council is considering creating a sanctions regimen to impose an asset freeze, travel ban and arms embargo on anyone who\u00a0threatens the peace, security or stability of Haiti, according to a draft resolution reported by several news agencies.<\/p>\n<p class=\"p1\">The first person to be sanctioned would be Jimmy Cherizier, who goes by the nickname \u201cBarbecue\u201d and is described in the United States and Mexico-drafted resolution as one of Haiti\u2019s most influential gang leaders.<\/p>\n<p class=\"p1\">\u201cCherizier and his G9 gang confederation are actively blocking the free movement of fuel from the Varreux fuel terminal,\u201d the text says. \u201cHis actions have directly contributed to the economic paralysis and humanitarian crisis in Haiti.\u201d<\/p>\n<p class=\"p1\">Gangs last month blocked the entrance to Varreux to protest against a government announcement of a cut in fuel subsidies.\u00a0Fuel supplies\u00a0dried up and Haitians also face a shortage of drinking water amid a deadly\u00a0outbreak of cholera.<\/p>\n<p class=\"p1\">\u201cOne of the challenges in effectively dealing with insecurity is the nexus between the gangs and some of the elites in Haiti and outside of Haiti who are supporting them and directing them for their own purposes,\u201d US Secretary of State Antony Blinken said in Washington on Thursday.<\/p>\n<p class=\"p1\">\u201cSo we\u2019ve been working together at the United Nations \u2026 to impose sanctions on those who are actually taking actions that support violence and support gangs,\u201d he said at a joint news conference with visiting Mexican officials.<\/p>\n<p class=\"p1\">UN Secretary-General Antonio Guterres has proposed that one or several countries send \u201ca rapid action force\u201d to help Haiti\u2019s police remove a threat posed by armed gangs, according to a letter to the Security Council, seen by Reuters news agency on Sunday.<\/p>\n<p class=\"p1\">In July, the council threatened targeted sanctions against criminal gangs and human rights abusers in Haiti and called on countries to stop a flow of guns to the Caribbean country.<\/p>\n<p class=\"p1\">The US State Department this week announced visa sanctions against those who support Haitian gangs, responding to the humanitarian crisis created by the gang blockade.<\/p>\n<p class=\"p1\">US Assistant Secretary of State Brian Nichols, who is leading a delegation of officials to the Caribbean nations, said in an interview with a local television station that Barbecue and the G9 gangs are directly contributing to the deaths of Haitians.<\/p>\n<p class=\"p1\">\u201cYesterday, the United States designated 11 individuals for visa sanctions,\u201d Nichols said, adding that he could not name the individuals per US policy.<\/p>\n<p class=\"p1\">He said 1.2 million people in Haiti are at risk for cholera. Health experts say the gang blockade is making it more difficult to control the outbreak, which was announced this month.<\/p>\n<p class=\"p1\">The 15-member Security Council could vote as early as Monday on the draft sanctions resolution, diplomats said. To be adopted a resolution needs nine votes in favour and no vetoes by Russia, China, the US, France or Britain.<\/p>\n<p class=\"p1\">China has been pushing for the Security Council to impose an arms embargo on criminal gangs in Haiti.<\/p>\n<p class=\"p1\">A UN mission in Haiti works with the government to strengthen political stability and good governance, rights protection and justice reform and to help with organising free and fair elections.<\/p>\n<p class=\"p1\">UN peacekeepers were deployed to Haiti in 2004 after a rebellion led to the removal and exile of then-President Jean-Bertrand Aristide.
